Dr. Anugrah Narayan Sinha, known as Bihar Vibhuti, was an Indian nationalist statesman, participant in Champaran Satyagraha, Gandhian & one of the architects of modern Bihar, who was the first Deputy Chief Minister and the Finance Minister of the Indian state of Bihar.

Anugrah Narayan Sinha passed the matriculation examination in the first division. Anugrah Narayan Sinha graduated in English honors from the Patna College. Anugrah Narayan Sinha showed outstanding organization skill as a member of Patna congress. Anugrah Narayan Sinha obtained the M.A degree in 1951 and joined as a Professor of History in the T.N. J College Bhagalpur. As a Professor he earned great respect from the student.
Anugrah Narayan Sinha arranged relief work during Bhagalpur floods. In 1916 he started legal practice in Patna. After few days Anugrah Narayan Sinha responded Gandhiji`s call and joined the Champaram Satyagraha.

During this time Anugrah Narayan Sinha was also the Professor of Bihar Vidyapith. In 1922 he was given the responsibility to organize Gaya Congress. In 1923 Anugrah Narayan Sinha was one of the General Secretaries of the All India Congress Committee and later he was elected as the General Secretary of the Bihar Congress Committee. In 1930 Anugrah Narayan Sinha took part in the Civil Disobedience Movement and was incarcerated by the British Government. In 1946 he was appointed as the member of the Constituent Assembly. After independence he became the first Finance Minister of Bihar. Anugrah Narayan Sinha was given the title — Bihar Bibhuti.

Together with SK Sinha, AN Sinha singlehandedly erected the infrastructure of Bihar under the First Five Year Plan, most notably the River Projects – ambitious and pressing undertakings in the agrarian, rudimentarily-equipped state. After independence he dedicated himself to the all round development of Bihar as Finance Minister and as the Deputy Chief Minister of Bihar.He also held a range of portfolios including Labour, Local Self Government, Public Works, Supply & Price Control, Health and Agriculture. Nehru described Bihar as the best governed state in India during hi regime.
